In 2005, the European Commission published two documents: the European Charter for Researchers (link doc) and the Code of Conduct for the Recruitment of Researchers (link doc). Both documents form the cornerstone of the EU's policy to promote the career of researchers by creating an optimal framework for their professional development.
The Human Resources Strategy for Researchers (HRS4R) is an action protocol that facilitates the implementation of the principles outlined in the Charter for Researchers and the Code of Conduct within institutions dedicated to research and project funding, thereby improving their ability to attract and retain new researchers.
Institutions that commit to and make progress in aligning their human resource management policies with the 40 principles outlined in the Charter and Code are awarded the 'HR Excellence in Research Award' by the European Commission.
The Polytechnic University of Madrid made this commitment on January 12, 2018. On July 17, 2019, it was awarded the HRS4R label.
